Historically underserved producers often face systemic barriers when accessing wholesale markets, including limited capital, regulatory complexity, and insufficient technical assistance. This study draws on a regional producer survey and interviews with both producers and technical assistance providers to assess wholesale readiness and identify technical assistance needs for Black, Hispanic, and Tribal producers. Findings highlight operational and infrastructural constraints, gaps in culturally responsive assistance, and mistrust of institutions. Recommendations emphasize tailored capacity building, improved infrastructure, and equitable, long-term program delivery.
